Bitwise CIO: Bitcoin Set to Gain in All Economic Scenarios

Bitwise CIO Matt Hougan argues Bitcoin thrives in three macro scenarios: AI superabundance, market crash, baseline growth, aided by institutional demand.

According to Bitwise CIO Matt Hougan, Bitcoin (BTC) will perform well no matter what the economy does. In his most recent CIO memo, he outlines three macro scenarios, each of which would see Bitcoin gain significantly.

The structural advantage of Bitcoin across all economic outcomes stems from institutional ETF demand, sovereign adoption, and uncertainty from the Federal Reserve.

How Bitcoin Profits in Every Macro Path

Matt Hougan, CIO at Bitwise, asserts that Bitcoin succeeds in every macro outcome due to scarcity, monetary responses, and structural institutional demand. His framework covers three distinct scenarios.

I’m not saying Bitcoin will go up in a straight line. In several of these worlds bitcoin has a challenging stretch before the story resolves. When the Covid panic happened in early 2020, bitcoin fell 50% in a matter of days before it rebounded and rose ~20x.”

Hougan identifies three macro scenarios that favor Bitcoin:

  • AI superabundance scenario: With intelligence becoming inexpensive and ubiquitous, global investors are driven toward genuinely scarce assets—including gold and Bitcoin—as hedges.
  • AI market crash scenario: A crisis akin to the 2008 financial collapse sparks large-scale government bailouts, significantly increasing the money supply. Hougan wrote in his weekly memo that BTC would surge strongly in such an environment.
  • Baseline growth scenario: Under conditions of 3% GDP growth and 4% interest rates, Bitcoin maintains its own momentum via persistent ETF purchases, corporate treasury allocations, and growing sovereign debt.

Hougan's conclusion is that each of the three economic paths ultimately reaches the same outcome for Bitcoin investors who remain patient despite short-term market fluctuations.

Can Institutional Participation Continue to Drive Bitcoin Higher?

Institutional involvement is now key to Hougan's optimistic view of BTC across all macro scenarios moving forward. U.S. spot Bitcoin ETFs provide traditional investors with direct Bitcoin exposure, eliminating the need for wallet management.

In Q3 2026 alone, these ETFs attracted net inflows of $6 billion, based on SoSoValue figures. This turnaround brought the year-to-date performance back into positive territory after several months of worldwide outflows.

Bitwise's large-cap crypto index achieved a 46.4% increase in the third quarter. Corporate treasury approaches and possible sovereign adoption could substantially boost these flows in the next several quarters.

Recent inflation figures add complexity to the Fed's outlook. September's CPI increased 3.7% compared to a year earlier, and core inflation climbed 0.3% month over month, both exceeding analyst forecasts.

Traders currently see about a 30% chance of a Fed rate hike at the October 28 meeting, per the CME FedWatch Tool data. That probability briefly spiked above 49–51% after the September CPI report on October 14 came in hotter than expected, before easing back.

Hougan's overarching argument is that long-run adoption trends override near-term disappointments, maintaining Bitcoin's structural ascent.
