BlackRock CEO Larry Fink stated on Wednesday that a US moratorium on data center construction would trigger a recession. He argued that AI construction currently drives a significant portion of the economy.
The world's largest asset manager reported record assets of $15.5 trillion hours before Fink's comments. His warning arrives as discontent over data centers becomes a key issue ahead of the November 3 midterm elections.
"If we have a moratorium of some sort in this country, we will be in a recession."
Fink told CNBC that much of US growth now depends on capital expenditure—spending on buildings, chips, and power lines. Wall Street analysts project AI capital spending could exceed $1 trillion by 2027 and surpass $5 trillion by 2030.
In 2025, Harvard economist Jason Furman calculated that technology investment accounted for about 92% of US growth in the first half of that year.
Fink also described data centers as an employment engine. He said the buildout has created demand for construction workers, computer hardware, and grid power, and argued that most public fears are based on misinformation.
Local authorities cite rising utility costs, heavy water consumption, environmental harm, and lack of investment transparency. In July, New York became the first state to pause new data center permits for up to a year while drafting new regulations.
BlackRock has financial involvement in the expansion. Its third-quarter filing states that its AI Infrastructure Partnership—a fund established to finance data centers and energy—made its first deployment in this quarter.
Certain investors are also questioning the surge. This week, Broadcom's Hock Tan compared some AI investors to gamblers in a casino, and Ray Dalio has warned that an AI bubble is close to bursting.
Voters will provide the next test for Fink's argument. Midterm elections are held on November 3, 20 days from now.
